First of all we have to look into the nature of the element whose oxide it is. If the element is non-metal, then oxide will be usually acidic and if the element is metal, then oxide will be basic. Among metal oxide (especially d and f block),some oxides may be amphoteric or acidic also. The oxides with maximum number of oxygen will be usually acidic and that with moderate number of oxygen will be amphoteric.
