Tepmerature and Pressure would be two factors which would governs the Water characterstics and state. The normal pH of water is termed to be 7 because it is neutral. Hence for the pH 6.5 being a little acidic to nullfiy it the temperature should be governed which is therfore must be increased in order to compensate that neutarlity.
