oxidising property means the property of the the element to reduce itself.

Low enthalpy of dissociation of flurine causes it to break its weak bond F2 and convert itslef into F- ion easily.Thus oxidising property is directly related to low bon dissociation enthalpy for fluorine
High hydration enthalpy will hold the F- ion in solution and thus help in the reduction of fluorine.The hydration enthalpy of fluorine is very high.Fluorine oxidises water to oxygen and so it is impossible to do simple solution reactions with it.
F2+H2O----->HF +O2
The hydration enthalpy of flueoine is -755KJ/mole
The very high hydration enthalpy of the fluoride ion. That is because the ion is very small. There is a very strong attraction between the fluoride ions and water molecules. The stronger the attraction, the more heat is evolved when the hydrated ions are formed.
