yes , jee main have 3 attempts maximum , and u are elligible for 2017 jee mains . 
but that will going to be very complicated , go with it if u are sure to qualify this time , 
as u already lost 2 years by dropping then again drop will be a of a kind of large academic gap , and some company also sees the academic gap and in that case u will face problem a lot . 
so, if sure then go with it , otherwise join a private university and study with full concentration , they also have good placement .
