do u think that the new proposal of giving 70percent weighage to board exams and holding NAT test will be implemented by 2012?And if it is so then tell me about this new proposal in detail.

There has been rumours but IIT has not come up with such decisions officially. The moment they announce it only then it will be implemented till then there is no question yo discuss it..
