Young’s modulus (Y) is given by :- normal stress/ longitudinal strain 
                                                      = FL /\pir2\Deltal
                                                      = mgL/\pir2\Deltal 
Therefore, if you know the mass (m) , original length(L) , force (F), change in length (\Deltal) , convert all in their respectie C.G.S units and substitute in the formula given above and the Young`s modulus of steel in C.G.S. will come.
