Yaa so here`s the answer... since we know that I =mr² i.e MOI depends on r which is distance from the axis.. Initially the water is at a greater distance from the perpendicular bisector or axis. But after rotating the tube it comes near to the axis and it`s distance from the axis decrease. So in the latter case the MI should also decrease..plz approve it if I m right...
