The lower wire is uniform and therefore the Tension at the middle of the rope would be => 0.1 kg.
The FBD of the lower block and the eqn. for that would be:
=> T – mg = ma
or
T = mg + ma => m(g +a) => (1.9 + 0.1)(9.8+0.2) = 20 N.
