the  answer is ery simple both balls have same velocity at the time of reaching the ground so ratio is 1:1 first ball is projected with velocity u upward when it reaches its intial postion its velocity is same u  with eqation 
v2-u2=2as where s=0 displacement so v2=u
 
v=u from height the velocity is u downword it is the same condition of second ball
