Apply conservation of energy. Initially when body is on earth, Total energy = kinetic plus potential. And finally when it starts moving in interplanetary space, assuming potential energy at that point to be zero. it becomes kinetic energy only.
 
So initially,
 
 – GMm/R2 + 1/2m(2ve)2 
 
And finally:
 
0 + 1/2m(v1)
 
Equate the two and use ve = (2GM/R)1/2

Oh and btw the answer is 31/2 ve :) 
And a correction, the potential energy will be GMm/R not GMm/R2.
 
Use ve in place of GMm/R when you equate the two equations and the entire equation shall be in terms of Ve and V1 which you are supposed to calculate and then you’ll get your answer :)
