if the boat is always rowed against the flow of river it would find difficulties to cross the river.
From the formulae:
shortest  tme it would take to cross the river is=>
t = l/vcosthetha
where l is the width of the river
v is the man’s speed and thetha is the angle it make swith river (horizontal).
Now  when the boat will not be able to cross the the river then,
t should approach to infinity.
and for that thetha should be 90 degree.
