After photoelectric effect after it reaches the saturation current, it is said that all the electrons reach the collector. So if all the free electrons of the metal is emitted, will the metal be conducting thereafter?

When all electrons are emitted and there is no closed circuit (where electrons are re-supplied), the metal would no longer be conducting. But remember, there are just too many atoms, hence electrons.
