Its a very trivial question and you should know all the existent systems of units to answer this question.One cannot justify the answer because its a matter of choice of defining the system.

Now if the questing is which "could not" instead of "does not"!!!....then tha answer would be B. because the units length and "time velocity" both are have same dimentions that of length and this is not a correct defining of a system of units!!!

actually sir...the question is misstyped......that is not TIME VELOCITY....that is TIME, VELOCITY. time and velocity are separated by a comma. This question is in HC Verma but i too haven't been able to justify my answer.....though the answer B is correct.
