It all depends on the magnitude of the 2 charges , i.e, if one of the 2 charges is less positive than the other , then the first particle having less +ve chare will have more no. of electrons as compared to the second particle,,therefore in this case there is induction between the particle having less +ve charge (more electrons) and the 2nd particle having more +ve charge (less electrons).
