Basically there are two types of RLC Circuit-Series RLC Circuit and parallel RLC Circuit...In series RLC circuit, current remains same for R,L and C whereas in parallel RLC circuit, voltage remains constant across R, L and C...So for drawing phasor diagrams, current is taken as reference vector for series RLC circuit and voltage is taken as reference vector for parallel RLC circuit...
So, your question itself is wrong....
