When you connect a very small resistance in parallel with the galvanometer it gets converted to ammeter and the resistance is called shunt resistance. When you connect a very high resistance in series with the galvanometer it gets converted to voltmeter. So to convert voltmeter into an ammeter you need to connect an small resistance in parallel with it, removing the high resistance, then the system will get converted into an ammeter..
