heat is producing because of resistance means wire is opposing the flow of current but still current is flowing Means some energy is converting into heat. second things, electrons are not going outside from the wire . they will flow continusly and if electron is passing in a wire that will give the current. current is calculating by electron flow. and there is not any lose of electron so charge will not change.
