It depends upon which frame of reference you are considering.If you are studying motion inside the lift i.e. non-inertial frame of reference, then we can consider the effective acceleration due to gravity to be g+a, if you are studying motion from inertial frame of reference then acceleration due to gravity is g.
So you need to decide from what frame of reference you are studying the motion of an object.
