No it can be negative also .It just tells you the direction in which it is going be it getting consumed or getting produced.

The rate of reaction can also be negative.
It desribes the direction in which the rate of reaction is taking place.
Refer NCERT Textbook. It is nicely explained in it the concept of rate of reaction.
