Hi

I would suggest u to go for ISM Dhanbad, coz its kinda college which is recognised for its engineering degrees in Mining type disciplines. Its placement record also shows best placements for these disciplines. Since , u are getting mettalurgy in PEC , so going for ISM wont be a bad option. Else, otherwise, if it would have had been any good top branches then i would have suggested u PEC.

U can compare the two colleges as per Outlook survey from the foll. link www.pec.ac.in/scripts_new/outlook2009.pdf  . ISM is the best institute in Mining engg. in India.

I am not sure about the branch change option in ISM Dhanbad, bt it should be allowed, as in most of the IITs, branch change is allowed from 5 yr to 4 yr programme. Rest , u ll be given an admission brochure in which all the details would be provvided for branch change.
