hi akash,

out of the two options , i think iit roorkee metallurgy is the best option because any branch in IIT is any day better than DCE's . I would recommend you to join the IIT league because at the end of the day on your job selection it is seen from where u have done engg. and at that tme the tagline of IIT would be your support at hand.
