Dear Shalini, 

Potential energy before displacement=2Qq/4πε0a, where q is equal to the strength of the two charges at a and -a. After displacement, potential energy=(Qq/4πε0)(1/(x+a)+1/(a-x)), which is approximately, (Qq/4πε0)((1/a)(1+(x/a)+(x/a)2...+ 1-(x/a)+(x/a)2...)),thus the change is approximately proportional to x2
