My AIR is 3854. So should i go for new IIT's like IIT Punjab as they will stay in IIT Delhi or i must go for lower branshes in old IIT's. Which new IIT is the best?

It is very difficult to say which new IIT is the best because they have just completed their first year. It wolud be better if prefer lower branches in the old IITs because its not that IIT Punjab students have common classroom with IIT Delhi students. They just stay in same campus without any interaction with the Delhi students on academics ground. They also face some problems reagrding lodging and fooding.
