the highest orbit of phosphorous is 3rd orbital, but it is not filled yet . 
so, the electrons can exite to it . 
this is not just normal filling , the case is something diffrent here . 
it excites to get more bonds , and more bonds means the stability of compounds will be increases . 
after expanding it can get 10 electrons , so, here expanded octect is not the case .
