Please find answer to your question below

I am assuming not any other data is exist.
Also the limit at x = 0 exist.
For the limit to exist
f(x) = ax^{2} + c
Power of numerator & denominator should be equal or numerator power should be more. In this case, it should be equal since f’’(x) is not zero at x = 0
f'(x) = 2ax
f''(x) = 2a
f''(0) = 4
\Rightarrow a = 2
f(x) = 2x^{2} + c
Now you can see that it is 0/0 form both in the case of f(x) & f’(x).
