Let the angular velocity of the particle about centre c = ωc, and at point A on the circumference of circle = ωa
we know that angular velocity about centre of circle =2 times about angular velocity about any point on the circumference.
 ωc = 2 ωa
 ωa/ωc   =  12 ½
HENCE CORRECT ANSWER IS  ½
I HOPE I HAVE REMOVED MUCH OF YOUR DOUBT
