In JEE mains for seat allotment AIR overall is considered. But state also given to get admission in cllege from home state. Say suppose you got in your home state NIT after first round then, then for further counselling rounds only your state rank will be considered. So the state rank is given for home state quota advantage.

Two ranks are provided one is AIR (overall) and Homestate rank. Under home state quota home candidates will get the advantage since more seats are alloted to them. In first round of counselling AIR (overall) is considered after that if you get in your home state NIT then for further rounds your home rank will be considered,otherwise if you get in any other NIT then your AIR(category) is considered.
