In COO one oxygen is double bond with carbon and the other oxygen is single bond with the same carbon atom forming a carboxylic group and it is represented as COO. There is no bonding between O and O, so it is not writtens as O2

bcoz both the oxygen atoms are not same , one atom is doubly bonded whereas the other is not
